This is a list of ink brands that I’ve found that offer resources for color swatches in Photoshop and palettes in Procreate. I began researching ink manufacturers to identify those that provide digital resources for their customers. Here are the ones I discovered.
Solid Ink
First, I want to mention this Solid Ink because I was amazed by the readily available swatches and palettes they offer. They provide direct download links for Illustrator, Photoshop, and Procreate. Hats off to you, Solid Ink!

Industry Inks
Industry Inks generously provides a direct download for their Photoshop swatches.
However, they have not yet made Procreate palettes available.

World Famous
No swatches or palettes here but the do provide a useful digital color guide that they call the Ink Book.
The color guide has 32 pages that display every color and each set that they make.

Eternal Ink
Eternal supplies us with a great pdf of all of their colors neatly organized. They also go a bit above and beyond by giving us two color wheels, one organized by chroma and one organized by value. These are definitely worth looking into.
